That is what it says, so that is how it goes. The chakra is ever present in his system. It naturally leaks from the seal. Two scans say so. Whine about all you want. Two. You are arguing against ... nothing. Pa also makes it very clear that the chakra is always there to help him heal quickly. He is in SM right now in that scan. He isn't drawing anything. Then how is it helping him recover? I know it's cool to be a fanboy, but this stupidity is uncool.

Bro you are delusional. Here are the facts.

1. Minato created a seal able to leak kyuubi chakra. It only leaks when he is enraged which happens all the time. This is dangerous for a jin of the strongest beast and was a gamble. The chakra leaks but naruyo quickly runs it out or quells his anger.
2. Kyuubi chakra is red and has his evil will, you cannot use its chakra without these coming with it.
3. Kyuubi chakra helps recover naruto when fatigued, exhausted or near death. It helped his recovery whilst training for SM.
4.Pt1 Naruto cannot willingly bring out the kyuubi chakra without depleting his own. Before then he cannot even feel the kyuubi chakra.
5. Kyuubi chakra does not give naruto power. When it does his eyes are red as well as the aura.

Last Fact: If Naruto always could use Kyuubi chakra he would never lose as he always wins whenit comes out.

Kyuubi does not increase his reserves. The seal doesnt naturally mix over time like you think. When the chakra leaks out its because of Narutos emotions. This is tge way Minato designed it. It was never saud that Narutos stamina is related to the kyuubi. Its always been stated the opposite that his power keeps the kyuubi at bay.

He made 1000 clones since he first learned kage bunshin with the seal never leaking chakra until haku fight when he was mad.

He had that much power because he knew he was sitting still and went into sage mode.

Sasuke has the CS's power but he needs to access it in CM1 or CM2 form. When he looks normal, he isn't accessing any of its power yet.When he punched Naruto and made him spit blood before that part 1 scan you posted, he was in a form of CM1. But when Sasuke doesn't have any markings he isn't using CM yet.
