Heres why.
Naruto as shown used one technique that was able to destroy the god tree....something that big and that strong now..
With this technique (rasenshuriken) he used lava release from a Tailed beast...
And we have seen how Kaguya rekt Sasuke's susanoo like nothing.
Naruto can use the technique he used against Kaguya which puts him at boiling point to have unrivaled physical strength this smashed Kaguya (a god) back...imagine what it would do against Sasuke.
Naruto enters boiling point state...Sasuke in his perfect susanoo hiding behind it..
Naruto just goes right through it either killing Sasuke straight one blow through susanoo and out of Sasuke's guts this is most likely because Kaguya didnt even flinch from Sasuke;s susanoo surprise attack OR it dispells sasukes susanoo like what happened with him forcing him back along with Naruto just going in for the final blow.
"Kishi is holding Sasuke's power back" so is he with Naruto...still no avatar mode.
