Naruto gotten stronger after 2 years but can he defeat Sasuke part 1 without using nine tails?

I go with Naruto, Sasuke needed Orochimaru's pill to boost his base stats plus give him CM lvl 2 just to match part 1 Naruto who was nerfed with not being able to use summoning jutsu. Post time skip Naruto was taught the basics he lacked, improved in Taijutsu to the point his old clothes were torn to shreds, improved his chakra control, learned Oodama Rasengan, learn to summon any toad but Gamabuta, has better tactical planning skills, his timing with shadow clones plus usage of clones (turned a clone into a giant Shuriken).
Naruto was able to make his clone and pull one over Kakashi in the bell test where he was standing behind Kakashi with a kunai to his back. Oodama Rasengan is stronger than black Chidori, it's stronger than the Rasengan Naruto coated with Kurama's chakra as Naruto needed a clone to help him handle Oodama Rasengan's chakra control which is bigger and stronger than the Kurama Rasengan. Naruto can make multi-Shadow clones that use Rasengan Barrage to Attack from all directions, transform his clones to giant shurikens, summon Gamabuta to catch Sasuke with his tongue and return him to Konoha.
Sasuke can't use CM for extended time either since it causes damage to him if he does and Naruto have more chakra than Part 2 Kakashi who is about 2 times the chakra reserve than part 1 Kakashi.
