Overlooked point during that battle of speed:
Raikage used his maximal Shunshin speed to try to blitz and defeat Minato, but look. The guy closed the distance to the point he was already at this position:
But look at this gif:
Like you can see, in that brief moment, Minato had time to throw a kunai above him, teleport to a three and come back on the kunai he threw an instant ago before A even went thru the kunai completely
We talk about someone who is probably as fast as lightning itself who was already near Minato's face, but Minato had time to throw a kunai above him, teleport to a tree and come back on the kunai he just threw before the guy even had time to traverse de kunai completely. Do you realise how insane that feat was?
For example, it's as if someone tries to shoot a bullet at you, but when it's already reaching your face, you have time to throw a pencil above the bullet, teleport somewhere else and come back to the pencil you just threw before the bullet even traversed the pencil, wow
Minato's feat is even more impressive than Naruto's because where Naruto only dodged the attack, Minato even had time to prepare the counter-attack.
Misconception: Minato barely reacted to Raikage's speed
There are some people who misinterpretated this scene in the manga and believe that Minato barely reacted, but like i've proved with my thread, this way of thinking is far from the truth and it's even in fact the contrary. It's the Raikage the one who couldn't handle Minato's speed(Raikage was still on Minato's first position when Minato did 3actions: throw a kunai, teleport away and come back on Raikage).
At that particular moment, Minato's goal wasn't to dodge the attack only, but to dodge it after preparing his counter-attack, reason why he threw a kunai above him. If he had time to throw a kunai above him AND teleport away(so 2 actions) when Raikage was inches away from him, that already shows he could have dodge it long before if he really wanted, but like i've said, it wasn't his goal at all
If Minato was able to do all that in that mere fraction of seconds, it's enough for me to realise that Minato's reaction speed is above that of V2 Raikage
