With these restrictions, I could see either opponent taking it. Mainly due to the lack of Kunai hindering Minato's movements early on. Though he could decide to begin to mark the tree's around him. That would give him a familiar and set place. Unlike a Kunai where he could pick it up and toss it after it's use has been served.

That won't work against minato. He already shown basic sensing feats.

1. He can teleport to Kunai and re use them.

2. He only needs multiple Kunai for an unpredictable way of moving around.

3. He can still place physical markings.

Hiashi can use his byakugan keep track of every single mark he places down and can use that information to know where he will be teleporting to next. Hiashis rotation can deflect an attacks that Minato throws at him including kunai, and with hiashis CQC skills, (basically on the level of Gai), marking him is literally an impossibility, unless he wants a fatal thrust to the heart which can kill any shinobi, no matter how strong.

With frog summons, Minato has a chance because he will have to keep up with not just minato's attacks but larger scales attacks from the summons, and this will likely wear him out to the point that he will not be able to fight for very long.
