Minato stomps. Apparently DB says that his speed is equal to Ay's, thus he blitzes the living shit out of Itachi and one shots him with Rasengan.
Even if it's not, it's definitely faster than Madara's, who nigh blitzed Sage Naruto, so Minato would still beat Itachi here.

I'll be the deviant and say Itachi wins.
Their base speed should be comparable, and if Minato has an advantage, it's marginal and largely mitigated by Sharingan pre-cognition. Without Hiraishin, Minato has no range game to speak of and is generally reduced to Rasengan only. He also has summons, but using them against a skilled Sharingan user who specializes in Genjutsu, well . . . look no further than Manda. Meanwhile, Itachi has Katons, Suitons, excellent weapon usage (with which he can imbue with fire), and Genjutsu. I'll bet my money on the more versatile fighter.
Only real way I see Minato winning is if he is permitted to summon Fukasaku and Shima. Without them, he is outclassed in every department barring speed, and even his advantage in speed, if it even exists at all without FTG, is negligible.
The gap in speed is massive between the two, obviously you know nothing about Minatos speed. Just go look back at minato arriving first on the battlefield, after planting a Kunai at the ocean, setting 4 markings around the Juubi, teleporting the Juubi Bomb away, and conversing with Naruto and sakura, all before the former fastest ninja (Tobirama) could arrive. Itachis speed isn't even faster than Tobirama, so Minato outclasses him here by far without FTG. Minatos speed was compared to KCM Naruto multiple times, and the databook confirms that minato and Ay's speed were on the same level (without FTG), Ms Sasuke couldn't even track Raikage, so 3 tomoe Itachi is getting blitzed by someone of the same calibre as Ay.
Minato stomps Itachi in taijutsu/CQC. Minatos hand speed is so fast that he threw a Kunai above Ay's head, without him noticing. If Itachi even gets close, Minatos combat speed will overwhelm him. Minatos stamina far outclasses Itachis low stamina as well. So Minato can afford to spam clones and outnumber Itachi. Trying to control Minatos summons is useless, because Minatos contract seal removes summon controls. How does Itachi even evade food cart destroyer? Summons Bunta right on top of him in an instant, the toads body mass will be too massive to avoid in time. With toad, Minatos Fire power far outclasses Itachis, and jutsu range as well. Fire style and water style from Itachi is pointless, too slow to hit minato. Bunta's water style>>>>>Itachis fire style and water style. Minatos Shuriken jutsu is also good, he has shown to deflect multiple Kunai using jutsu shuriken from long distance, despite his opponents location being hidden. And minato has shown to be able to throw dozens of Kunai with a single hand in just one throe and was able to plant each Kunai perfectly into whatever surface it hit. So itachi's shuriken jitsu is uselss here as well.
Irrelevant what time Tobirama arrived. Tobirama still compliments his speed while Hiruzen also compliments his speed. And the fact that the arrival time was a good 2 mins before shows the gap between minato and any other ninja. Don't forget Tobirama also had FTG, so his shunshin wouldn't be his only reason form being fast.Off-panel travel speed has no bearing on in-battle speed. Tobirama also arrived the same time as Hiruzen, so are we going to assume Tobirama has tier 3 speed as well? No. He also arrived the same time as Hashirama, and both Hashirama and Tobirama were alive at the same time, yet Tobirama was considered the fastest man alive. If we take that feat to heart, then Tobirama shares the same speed as Hashirama, and thus shouldn't have been known as the fastest man.
Furthermore, "entrance" feats are always significantly above the combatants real speed. Kakashi's 'bad-ass' entrance against Sasuke and Deva Realm both suggested he was significantly faster than them given how he casually blocked their blow when it was inches away from impact, and he was nowhere on screen one second ago. Combat feats and entrance feats are two very distinguishable things in the manga, as the latter is without exception flashier and not reflective of the fighter's capabilities.
Overall, the OP says manga feats only, and I've read the manga and have seen no feats from base Minato that suggest his base speed vastly outstrips Itachi's. Minato used Hiraishin to barely survive V2 Raikage's onslaught, which suggests to me that his speed is not on that level. I'm not going to go back and forth with you on an opinion you have absolutely no intention on entertaining.
Itachi's hand seal speed is so fast that Part IKakashi and Hebi Sasuke, both Sharingan users, failed to realize he cast jutsu on them (a Suiton and a Kage Bunshin, respectively). Itachi's shuriken throwing speed was so fast that he was keeping up with Sasuke's shuriken summons with physical tosses alone.
