well itachi without sharingan is pretty unfair and im someone who knows itachi would beat kakashi but this scenario is a little to much

So yeah. The Sharingan is needed for his Raikairi as far as I'm concerned.

How "base" are we talking about?

No MS techs base? (Itachi would take it)
No sharingan base? (Kakashi would take it...maybe)
Or no ninjutsu-genjutsu base? (It can go either way...Kakashi has better stamina so he can have chances of outlasting, but Itachi has a better affinity with weapons; but i am leaning towards Itachi)

He doesn't need the sharingan but he uses to know where what and how the oppenets are going to counter

If Kakashi gets to keep the Jutsu's he copied then i'd give this one to him. Even if Raikiri is useless without Sharingan he would still have Lightning hounds.
