Going with Gai here. His taijutsu's superior to Itachi's and his Katon techs are easily dodged.

Gai already knows how to combat 3T users (by looking at their feet to not getting ınto genjutsu), katon/suiton techs ABD weaponary are easily dodged also he can intercept weaponary by nunchuks.
Problem is finger genjutsu here. I dont know Much about it but other stuff in Itachi's arsenal have shown to be countered more or less.

Itachi can take this. His sharigan already gives the capability of keeping of with guy's movements aside from his impressive reaction and speed feats displayed in the manga. When guy came at obito with nun chucks during the war obito was capable of keeping up with his strike speed and incoming attacks[

Pretty self explanatory, although I admit Guy is better at taijusu with Itachi's speed and reactions feats and not too mention itachi's own taijutsu is impressive as well, demonstrated when he took down 3 uchiha police officers with their sharigan activated[

]. Which goes by to Lee's statement back in part 2 regarding the sharigan, it is able to keep the movements but the body has to keep up, that means itachi's taijutsu was too fast for 3 sharigan users to keep up.

Itachi still has great body clone explosions and can fend off guy's CQC nun chucks and other weapons with his kunai. Guy did make a counter for his visual genjutsu by looking at his feet but he is still vulnerable to finger genjutsu and crow clone genjutsu that itachi can make, Itachi has ways to make guy look at his feet whether you like it or not.

Itachi has too many chances to win here and guy is not blitzing itachi by any means.

-Itachi's speed does indeed surpass Gai's despite common belief of Gai's speed being on another league when compared to Itachi's.
-Itachi's intellect is enough to outsmart Gai ten times over in this fight. Exploding Bunshins will not be easy for Gai to read through, nor will he read through the crow clones. This will cause trouble for Gai as not only will he not anticipate them (Sasuke with a developed 3T couldn't see it due to Iachi's hand seal speed) but he will also be countered with their use.
-Genjutsu will eventually catch Gai off guard despite his ability to fight by looking at the feat. Realizing the fact he looks at the feet whilst fighting, Itachi can use a crow for genjutsu, which will likely be the ends of Gai. He may break out, but that doesn't change the fact he would have stopped looking at Itachi's feet and looked at either Itachi's fingers or Itachi's eyes, accidentally of course.
-Fire release enhanced kunai's will likely be a problem to Gai, someone who usually needs to either block with his strength or evade. However, evading isn't as easy as it seems considering Itachi does it while air-borne, meaning he will not know where they are coming from, since he would need to look up, a perfect opportunity for genjutsu.
-Gai's movements are effortlessly read, so his taijutsu and linear fighting style won't pose much of a problem since he kept up with KCM Naruto with ease.
How does Gai win this again, taijutsu kicks and punches won't end this.
