Sasuke with out Sharingan is not top tier. He is someone with only fireball jutsue where as Naruto can do Shadow clones and Rasengan in base.

He's not ruling out passives like Uzumaki/Senju chakra reserves or vitality, just the upgrades that follow because of them. Uchiha in base still have their potent chakra and Fire Style like Uzumaki base have their strong life force and huge reserves. But in base, Sharingan nor Sage Mode is counted because they are not the lowest denomination for their forms. I think that's what he's getting at, at least.

Base is without NO type of enhancements Madara put his Rinnegan in Nagato when he was little meaning we know he didn't always have Madara's eyes so he's not wrong. Base Sasuke still can use chidori and it's variants so yes he is high tier.

Base Sasuke's skills were shown in Part 1 but I can't judge it yet.

So basically, what you are without any training or unlocking a blood line limit? So a base uchiha would be like sasuke's mum? Base forms would be different for the individual.
