One piece chapters shouldn't be judged by a single chapter, you should read the arc. It's thanks to chapters like this you get to appreciate characters like don sai and the fighters, or the countless of other characters Oda puts in to expand the OP universe. Every island has its own people and its own background. That is something Oda is the absolute master in.
Law got more backstory in one arc than Ten Ten / Choji / Ino / Sai in the entire series. And Kishi only had the konoha 11, Oda created 11 supernovas including 11 crews on a whim and gave them all a role.
Now for the comparison with bleach. One Piece does not have panels that occupy half of the page just to display a building or to have people talking. Neither does it have black or white backgrounds. In any panel in One Piece there is always something going on in the background and it's filled with detail. That is why one chapter of OP contains 3-5 times the information than a chapter of bleach.
Saying that nothing has happened in a One Piece chapter is saying that you haven't been paying attention.
