The manifestation of absolutely impossible to avoid force!Power of bansho-tennin (Buddhist term, "All-Covering Forests and Ten Thousand Things",in other words everything in creation) is gathering/attracting everything at palms!!
Pain Tendo is the one, that can manipulate this heavenly attraction jutsu. He becomes the center of a power/ability that attracts all “substance”(matter) towards himself. At the movements of right hand (likely and idiom of some kind), all creation matter is compulsory gathered and attracted. Finally if you become a target you can do nothing but follow the attraction of the jutsu.
Picture: If you use the attraction jutsu, it is also possible to attack the drawn enemy while it is vulnerable in mid-air (with a jutsu or something while enemy cant dodge).

The hype of it make it works on Intangible person like Obito, Kakashi but it is still pointless if they phase through Rinnegan wielder, but still some hype at least.

Yes it can stop denying it, but still Rinnegan user can not damage them but attraction/gravity power seems to work on him or yet Obito would fly while being intangible

Nowhere does it explicitly say that it can attract an intangible person, that's just something you made up. It says that it attracts all substance and matter, but an intangible Obito isn't counted as one, since he literally does not exist in the same dimension.

BT pulling something from another dimension sounds extremely stupid...

I don't know, maybe there is something which would cause shit storm and they are afraid of it or completly opposite there may be nothing new or important, too bad we can not know it.

It says one targeted you can do nothing but be attracted towards user's hand or something like that.

so if Obito or Kakashi become intangible before Rinnegan user use BT on them then most likely it won't work but if Rinnegan user use BT before they phase then it work on them.
