Neymar may have more potential but this isn't FIFA where your potential grows over years. Neymar got many negative factors that may hinder his progression. That includes hype, pressure in big matches, competitiveness within Barca locker room, his attitude, his lifestyle...Not to say, you never know at which door, injury or bad luck may knock at...

As far as Bale is concerned, yes, a move to Madrid is very possible. However, I doubt it'll be in this summer transfer window. More possibly, in the winter or in next season...Reason: Levy is one of the most stubborn football director that I personally know. That guy really don't like to be forced to do things.
He regards Bale in high regard. So I expect him to sign him to a new better contract and sign new players at Spurs to increase their CL's chances. Madrid will, thereby need to be patient imo, unless they do agree to pay a ridiculous sum of money. Something that will be ideal in Daniel Levy's wicked mind - resisting and gaining a huge amount of profit will sound like checkmate in his opinion. It's similar to how he did with Modric. Believe me, Levy will play all cards in his deck to keep Bale the longer possible at Spurs or atleast, gain an enormous amount of money. Amount that may be something close or greater to what Madrid paid for Zidane for example. Ridiculous but that's Daniel Levy - a stubborn director that cares for his team but also remain a formidable businessman.
Another thing, in case, Bale transfer next year to Madrid, nothing guarantees that CR7 will still be a Madrid player by that time. So, in most cases, we might never see that partnership...
