True kamui doesnt seem to work that way, as it would only increase the warp speed. But u could be right.

Maybe its the other way around. The mini jubi can only use the time-space technique because of the stiched eye from this guy (somehow they are linked). The stichted eye from this guy is maybe from an edo tensei Obito (because of his time-space ability), look at the eyes from the pictures:
