Balancing teams

It was stated that they balance teams like this :

Now I have a question ; if Boruto handled 3 natures by 12 , Sarada has the Sharingan and Mitsuki is pretty impressive , how the f are they balanced ??
Or I'm missing something??

Iruka said "the worst and the best grades form a team" (e.g for Sannin , Oro had best and Jiraiya had the worst grades)
I can't understand who got best grade and who got the worst in new Team 7 . (caz they all seem clever)

I can see him ditching class or not doing the work at all.

That or they don't care.
