You say sasuke is bad ? right ? He is bad coz he want revenge ?
But leaf leaders are good ? They just erase whole uchiha clan. Its okey becose they deffend their clans.
But its not matter that They provoke uchihas. So i would say Tobirama is good coz he make whole this mess. But he is good coz he just defend his clan.

My oppinion revenge is not worst thing coz you cant forgive everything, but low mind is bad staff, coz Tobirama was one, he coudnt understand that uchiha is in same place as senju clan. But they got lead, and izolate them...
