My favorite "bad guys" from all 4 serieses in the order I like them. And the serieses are in order as well.
Naruto/Naruto Shippuden: 6 Paths od Pain/Nagato Uzumaki, Madara Uchiha, and Kimimaro Kaguya.
DB/DBZ/DBGT: Freiza, Omega Shenron, and Broly.
Bleach: Baraggan Louissenbarg, Ulquiorra Chifer, and Juha Bach.
One Piece: Admiral Borsalino (Kizaru), (Former) Fleet Admiral Sengoku, and Marshall D. Teech (Blackbeard)

OP bad guys are sometimes not even "bad" guys.
I vote for Akatsuki, with OP coming in second. DBZ lacks depth and I don't watch Bleach.
