Kakashi would match with the colours imo.

Kakashi. Pain matches with more lighter colors (oranges, pinks, purples, yellows, etc) and Zabuza matches with (blues, greys, whites, etc)

Because of the color scheme, I'd go with either Kisame, Suigiestu, cause of how cool the watery color looks, or maybe even the cloud ninjas like Bee, raikage, Omoui or any of them. The almost white color gives me the feeling of a cool, electric exileration.(can't spell the word)
