Yet his strongest move is Perfect Susanoo, so nothing else is relevant. He stalemated with a Hashirama who didn't use Shinsuusenju, so no, he doesn't belong in the same tier as him. Even then, Hashirama was able to move until Madara was revived, so that's a win for him.

-Clones are useless since he can only use V3 Susanoo clones.

-Edo Regeneration isn't strength.

-Meteors, Mokuton and Rinnegan abilities are all inferior to PS.

As TheEvilOne said, nope, it can't. Not to mention PS was already stated to be his strongest technique, and it along with Kyuubi, failed against SS.
