Just who exactly is Jiraiya?

Jiraiya (自来也, Jiraiya) was one of the legendary Sannin of Konohagakure, along with Tsunade and Orochimaru, who were trained by the Third Hokage.

Jiraiya is one of the more trickier non-stupidly OP shinobi in Naruto, having a wide arsenal of long distance -and- close distance jutsus. He mostly uses Toad-inspired abilities in the form of various summonings.

For my opening argument, I will talk about his -in my opinion- superiority against Mei without exactly going deep into the debate. I will write my ideas fairly vague, not expanding on them, since that will come later.

Jiraiya is capable of both melee and long distance fighting, while Mei can only fight at a range, since her offensive abilities were mainly shown to take form in the art of Ninjutsu, specifically her 2 KKGs and her Suitons. To create an immediate counter to that, Jiraiya's Earth Style offers him the elemental advantage over her Suitons.

Jiraiya will specifically start a fight by summoning his strongest boss summon, Gamabunta. He knows he fights against the Mitzukage, so he will summon Bunta for his large scale Suitons that can hopefully cancel her own ( the assumption that the WATER ( Mizu) Kage will use Suitons is not far fetched ) and for his adaptability ( he can use jutsus with him in tandem ).

Mei Terumi is a very powerful kunoichi from Kirigakure, her abilities and leadership earned her the title of Mizukage. She is also very calm and observant in battle and can pick up on slight discrepancies in another person's personality as seen when she was able to detect the difference in Ao's behaviour when Fū was inhabiting his body. She also seems skilled in taijutsu, able to intercept Black Zetsu attacking the daimyō with a single kick, sending him crashing out of the hiding spot. She also has good reaction time, being able to quickly react to Madara Uchiha's Fire Release attacks and effectively counter them. Mei is also quite perceptive. This was witnessed through her surmising Gaara's nature as well as realising that Ao was being controlled by his subtle mannerisms.

Mei is capable of using the earth, fire, and water natures, and has two kekkei genkai. She is capable of using the Hiding in Mist Technique to obscure the movements of herself and her allies. By converting chakra inside her body to water, Mei can expell a large torrent of water that can extinguish even the strongest fire techniques and quickly use the same water for the Water Release: Water Dragon Bullet Technique.

Her first kekkei genkai, by simultaneously using the earth and fire natures, allows Mei to use Lava Release ninjutsu, such as spitting out lava that can melt almost anything in its path. The great amount of steam generated after the lava strikes can serve as an effective smokescreen, allowing her to attack again while the enemy is distracted. A significant amount of exposure was enough to make Madara Uchiha's Susanoo begin to melt in its ribcage state.

The second kekkei genkai, by simultaneously using water and fire natures, allows her to use Boil Release ninjutsu, such as releasing a corrosive mist that can burn away almost anything it touches. It even managed to burn through the ribcage of Sasuke's Susanoo. She has suggested she has the ability to alter the potency and acidity of the mist created by her Boil Release techniques and she is apparently not affected by the mist herself.

MeI is a all range fighter. Her moves are deadly and fast. Even though me hasn't have a lot of screen time she has more than enough to overwhelm jiriya into sm.

It's a debate, not a presentation for someone outside Naruto. Two proper debaters and their judges are expected to know the characters which fight in a debate, so there is no point di ck-flinging, when they supposedly know their stuff.

Anyhow, I will get down to business. Jiraiya has more speed, strength and stamina feats than Mei. I don't think that's debatable, but we can see that by his feats in most fights, mostly the Pain one.

Anyhow, with a starting distance of 50 meters, Jiraiya's first reaction will be to summon Gamabunta, the chief toad of Mt. Myoboku.

Gamabunta has a set of interesting abilities, specifically for a summon. He's as big as Ichibi's full mode and of rather impressive weight, able to subdue a 100% Kurama with his weight and arms alone, if only for a few seconds. Nonetheless, the feat is impressive.

If his weight seems gigantic, it is even more impressive that he can perform giant leaps and fight with agility, able to go toe to toe with Shukaku, going as far as to '' blitz '' ( as much as a giant frog can blitz a bijuu ) him and cut his arm off, while also jumping a good 50 meters away.
