When I said physical I didn't mean just hand to hand, I also meant so in terms of flexibility, dexterity, force and azula packs a punch in her bending, her bending form is also leagues above Kuvira allowing her to outmaneuver and overcome Kuvira with sheer battle instinct alone in terms of evading her attacks.

I feel as if people don't understand that there's more to a vatte than just raw power which is pretty sad, Azula is known for toying with ger opponents and taunting them to a point that it makes them unbalanced while she maintains absolute control. This has been shown against, Zuko, Katara, the fire kingdom in general, etc. Azula could taunt Kuvira about her leadership (which actually can throw her off) and her overall effectiveness and God-forbid if Azuka finds out Kuvira's core reason for it, Azula will play on that which will throw Kuvira off balance while a calm Azula handles and pressures her., throwing her off physically and mentally. Psychological warfare is THE most effective way to win a war since it throws your enemy off balance while you are in control it's like a puppet master and his puppet, people just don't know her effective this can be. And there aren't a lot of things that can throw Azuka off and even if Kuvira did find a way Azuka when she's Wrathful is destructive and Kuvira will not keep the pressure
