But as I was rereading the Kages vs Madara, I noticed Ay had his arm back in this picture.

That's quite an old mistake, which I think they corrected in the tankobon version of the chapter.

In chapters after that one, he is shown without his arm indicating that it was only a small oversight on Kishi's part.
