Because he can't. Its not like izanagi when the tech is cast on the user. It explains why he gave nagato the rinnegan in order for nagato to revive madara just before he died. But nagato used the rinne tensei on some of the konoha population. I'm guessing the rinne tensei was only good for one shot :shrug:
