When your series has a 90% focus on Naruto, who simply uses variations of the same move, and Sasuke, and antagonists who are either Uchiha or immediately killed off... All you have are Naruto and Uchiha who have panel time to develop.

Since 5/6 of key relevant characters have a Sharingan.....And that's their primary power source....it gets over development.
