A laptop would do fine too. Just go to User CP and Edit avatar. There you can upload one.

Not necessary, you can upload from a phone too.
Just go to edit avatar at the top right corner of your user cp or home page or you can click on the avatar to change it. You can upload as a file or from a link.

Adding to this, be aware that avatars can only be 150x200 pixels in size. If you are on a mobile phone or tablet, you can choose to upload an avatar from a hosting site by linking it.
