Avatar Roku (Only because he was born a fire bender)
In avatar state plus sozin's comet (Even though it would still probably help madara)
VS
Madara (any form, could care less)

Who's better with fire?

Any form? I do believe juubi enhanced fire style takes this. I haven't seen any thing from roku that can match even itachi's fire style

Avatar Roku in Avatar State with an addition to Sozins comet? Roku wrecks, we already saw what Aang did in Avatar state with Sozins comet using his firebending,and he was born an airbender. Imagine what Roku's fire bending would be like since he was born a firebender.Also, Firelord Ozai has better flame feats then anyone in NV.

Madara, roku hasnt produced any fire near madara's size without a fire source nearby( even with the avatar state)

He surpassed his size and he could just use lighting if he doesn't have fire
