Using photoshop.

Make a square that fills up the whole picture, set fill to transparent, set edge to a colour, resize until you see fit, lower the opacity.

Zoom the image to 1000%, using the rectangular marquee tool make a selection 1 px from the edges, after that right click and stroke, select color and reduce the opacity.
