- go to online-image-editor.com,
- upload the ava
- crop it to 148x298
- go to add border and set border color to whatever you want

If you want a a border with the black and white,

- crop to 146x296
- go to add border (you will need to do it twice) set width as 1, and set border color as white
- repeat and set border color to black

Going through this much trouble just for adding a border when theres an option much simpler available in PS.
