Hello once again everyone and welcome back to another theory that I've thought of by chance in just
18 minutes or so. No time for small talk so I'll get straight to the point.
As you can tell by the title, Avalo Pizarro is/was the king of South Blue(or at least a good chunk of it).
Avalo is also a former Shichibukai.
(I would put a link to this but apparently that is advertisement spam)
And Blackbeard was the one who convinced Avalo to become a Shichibukai.
Now lets go into more detail with each point so that it can make since.

Why do you think Avalo was the king of South Blue?
Because Avalo Pizarro is a cyborg. Pizarro's arms are mechanical and its the reason he has those giant gauntlets, which can turn into drills. This also means that Avalo Pizarro has no evil fruit.
How does being a cyborg link Avalo to South Blue?
To answer that, lets take a look at some one who is from South Blue: Cyborg Franky.
As a kid, Franky had an abnormal talent with machinery. It was also odd that Franky was very talented in creating weapons even from scrap.
The most baffling thing about Franky was that he knew how to turn himself into a cyborg.
Not good enough? What about Eustass Kidd who is from South Blue?
As a child, Kidd has wrench and is making robots. As he got older, he himself has become a cyborg.
Whats with all the machinery with South Blue people? Its because Avalo Pizarro ran a cyborg initiative. Avalo was a king who wanted an army/his citizens to be powerful cyborgs and create weapons for him.
Avalo kidnapped and forced the poor people of South Blue to become cyborgs and pretty enforced slave labor when it came to making weapons and it gave him the epithet "Corrupt King."

Of course, Avalo's actions and ambition caught the attention of the World Governemnt and instead of stopping him, the WG took interest in Avalo's cyborg project and made him a Shichibukai. As a Shichibukai, Avalo can secretly continue his corrupt actions and gives the WG some of his citizens so that they can work on their own cyborg project inspired by Avalo's.
The residents of South Blue are very poor and scrap to get by.
Who cares if a bunch of lowly pheasants disappear or dies?
Avalo Pizarro and the WG's collaboration gave rise to the Pacifista Project.
Ever wondered why the Pacifistas are called the WG's HUMAN weapons? Ever wondered why they bleed?
Its because every Pacifista was once human. A human who was forcefully made into a cyborg.

Everything was fine until Avalo meet Blackbeard. Blackbeard had a plan that really interested Avalo and he agreed to go along with BB's plan. A part of that plan was Avalo getting into Impel Down. BB needed someone strong on the inside to confirm the existence of a Level 6.
Executing the plan, Avalo became why more corrupted than before making him very similar to Vlad the Impaler. Avalo skewered people with his drills, dug ditches to toss dead bodies in, stole money and resources from the poor and was making his cyborg initiative more public.
Not only did the WG have to save face ans play the good guy because of Avalo's berserk actions, they were worried that their business with Avalo would come to light. They wasted no time in arresting Avalo and imprisoning him in Impel Down which is exactly what the Corrupt King wanted.
During his rampage, Avalo made it seem that his drills were the result of a devil fruit power so that his gauntlets weren't ripped off when he went to prison. The jailers instead put him in seastone cuffs and placed him in Level 6 of ID which confirmed it existence. Avalo then used his drills to escape his cell, dig ID Level 5.5 and tell BB about ID level 6 via dendenmushi.
That is why Avalo didn't have prison rags when the BB pirates showed up in Marineford.
Now about BB and Avalo's plan, BB wants a fleet of powerful cyborgs and Avalo gets to lead them.

Doflamingo is reading a paer or document that has him excited and BB is eyeballing it. That document is a classified one and it is about Kuma's transformation into a Pacifista. It was given to Doflamingo because he is a tenryubitto.

Now then, you are probably wondering if Avalo doesn't have a DF, what fruit will he get later on?
Hebi Hebi Fruit: Model Seiryu from Kaidou.
The SH pirates share a lot of similarities to the 12 animals of the Chinese zodiac and guess what? So does the BB pirates.

-Positive Dragon traits: Magnanimous, stately, vigorous, strong, self-assured, proud, noble, direct, dignified, passionate
-Negative dragon traits: Tactless, arrogant, imperious, tyrannical, demanding, rebellious, intolerant, dogmatic, violent, impetuous
-Health Issues: Prone to bouts of extreme temper and stress, migraines, hypertension and heart related issues, diabetes, malignant narcissism, antisocial personality disorder.
The Holy Beast Seiryu is also known as the Avalon Dragon.
Avalon is a very similar to the color Cyan which is Franky's color scheme.....
And very similar to the color of Avalo's hair.
Avalo is will pretty much be a drill dragon and if you are wondering what kind of attacks you can expect, just look at Don Chinjao. His greatest technique is called "Drill Dragon."
In the chinese zodiac, the cunning rat can be good partners with the Dragon to make something big. Blackbeard is the rat.
Positive Rat traits: Ambitious, intelligent, persuasive, sociable, charming, god like, charismatic, shrewd, industrious, meticulous, tenacious, artistic, eloquent
Negative rat traits: Vindictive, manipulative, selfish, cunning, self-destructive, exploitative, scheming, arrogant, amoral, jealous, suspicious, ruthless, critical, venal, envious, greedy
Health Issues: Hypochondria, diseases related to the head and jaw, gastroenterological diseases, drug addictions, eating disorders, psychopathy, borderline, narcissistic and antisocial personality disorders, bipolar disorder, anxiety/panic, major depression.
