As far as I can remember during the start of the manga Sasuke > Naruto
When Naruto summon gamabunta Sasuke started to feel insecure. At this point may be we can say Sasuke = Naruto (Naruto has 1st-2nd degree kyuubi cloak)
But when Kishi showed the impact of Naruto rasengan to sasuke chidori during their battle at a rooftop its already obvious Sasuke < Naruto.
Sasuke got the cursed seal and got a powerup so Sasuke >= Naruto, though Naruto fell unconscious but it is almost a tie
Had if Naruto has 4th Degree kyuubi cloak Naruto > Sasuke - its even enough to defeat Orochimaru.
Naruto had a fight with Pain w/ SM, SM itself is powerful but so limited to physical attack and sensing + need more time of gathering nature chakra so it is just good for 6 path of pain. Pain vs Naruto battle highlight was Pain vs Kyuubi. Kyuubi's power is the determining factor. Sasuke's VS Iatchi we all know how that one end. It like Itachi's power is really amazing but his body/health is really deteriorating. For me Sasuke didn't prove much but Itachi did. Before Itachi pass down his power to Sasuke. Naruto will trash Sasuke with his SM. So Naruto >>> Sasuke but after the fight Naruto did not gain power from the fight with Nagato but Sasuke increase his power tremendously though this was a very easy upgrade. This time MS Sasuke > SM Naruto.
Now Naruto has the Full Kyubi power or I mean full of Half of the Kyubi's power. So Naruto KCM/BM > MS Sasuke
But Sasuke got the EMS and we do not have any information about it, only the power Madara has which is EMS+Kyubi <= Hashirama. Had it EMS Madara vs Hashirama without the Kyubi would be like Madara is lying on the ground and Hashi is deciding what to do
