During narutos frs training he said that he created chidori after he failed to elementaly infuse his rasengan.

Pretty sure Kakashi didn't master Rasengan and come up with creative ways to use them despite being the creator of Chidori. New Gen always surpasses the old according to Kishi's logic. We should really accept it now.
