Sc1: taijutsu only

Sc2: taijutsu only but weapons, raikiri and rasengan(s)
allowed. Mangekyou and sagemode restricted

S1 is a toss up. Their skill is all similar, but when it comes to physical strength Kakashi lags behind Asuma who in turn lags behind Jiraiya. Though their speed stats are similar, Kakashi has better feats with Shunshin and better reaction feats and has Sharingan. So he's likely to win this bout.

S2 is obviously Kakashi's win. Raikiri and Raikiri Kunai put him comfortably above either of these 2 in close quarters.

Scenario 1:

-Asuma was getting manhandled by Hidan, so as far as I'm concerned, his Taijutsu is lesser to his opponent. He gets stomped.

-Base Jiraiya from what I recall has no Taijutsu feats that suggests he could win. He was getting beaten by armless Orochimaru, and even his SM at best was blinding Ningendou Pain. Tendou Pain was twisting his arm with pitiful ease.

-Kakashi, on the other hand, was progressing in Taijutsu throughout the series. The beginning of Shippuden, he was stalemating Hidan easily; at Pain Arc, he and Tendou Pain were shown to be equal in CQC; in the War Arc, he stomped Obito in CQC. He can actually open 1 Gate, and demonstrated far better CQC feats than Jiraiya and Asuma ever have.

Kakashi wins scenario 1. Scenario 2 also goes to Kakashi, since Raikir is stronger than Chidori which is equal to Rasengan.

I think jiraya should win in both scenarios especially if clones are allowed. Kakashi comes close second though.

Apparently they are all suppose to be even but by feats it's Kakashi because of his victories of a taijutsu phenom named Gai, he even took on Hidan and one of Kakazu's heart too. I've never seen a notable taijutsu from Jiraiya that did not include frog combat.

So Kakashi wins all scenarios

Probably Kakashi? He tends to fall behind the higher tiers due to his modest chakra reserves, but the dude's taijutsu and kenjutsu skills were anbu-level when he was twelve, and he possesses a fully developed Sharingan. Although it'd be a completely different story if Sage Mode came into the picture, of course.
