I didn't say he will use it, I said his jutsu was still large enough to sink a boss summon.

The only thing this Jiraiya has is his defensive hair jutsu and the swamp of the underworld which any shinobi should be able to walk on just as if it were water.
With all these restrictions i think Asuma wins imo.
