Where is it said that he has a brother?
People mention it here from time to time, but i never heard about a brother in the anime or manga.

Just the fact that he is konohamaru his uncle, doesnt have to mean he has a brother. He could have a sister.
Is it written somewhere like ''the third had 2 sons'' or ''asuma's brother...''?

Anyway, if he has a brother, could it be Kazuma, from the sora arc?

If you by "fodder" mean "not important", which is the real explanation of the word, then you're right. But if you, as most people think "fodder" means "weak" or similar, then I've got to say that I believe no Sarutobi can be fodder.

thats true, but if kishi personally draws a character for a filler, he has the choice to make the character a legit one.Not saying that he drew the sora arc though.
