I think the reason they like similar is because Naruto is the reincarnation of the younger son. Remember Naruto's BM looks different than the other jinchurki BM and even his chakra modes likes different now than it did in the past. I believe Naruto true powers started to bloom during his tail beast training.

I think the tailed beasts were free until the sage realized he was going to die and made them into one again. Obviously someone freed them again because how else did Hashi collect them in order to balance the power between the villages. I guess we might learn what happened in the next few chapters.
