yea. its not a bijuu but its clear as to why they would think it. he looks like kurama.

I don't think ashura was a jinchuriki. The only reason why naruto and minato's BM looks the way it does is because of the seal used and their chakra. It is clear that ashura's cloak does not resemble any bijuu. Meaning he created from his own chakra.

This makes the most sense since Mito was the first jinchuriki of Kurama.
