Ashura was appointed the leader of ninshū after he proved to his father his way was the right way, i.e. after he had surrounded himself with friends and allies, at which point he had become Indra's equal. When he was appointed the leader of ninshū, Hagoromo gave him power. That's when the war started. And we know Indra and his transmigrants have been stacking those Ls for generation after generation since, and Sasuke is no different.

the power of TAKING DECISIONS. like our politicians have. of leading, of geting implicated in leading. like a king chooses his successor. itachi told naruto that it`s not hokage that gets aknowledged, but the one that gets aknowledged becomes hokage.. and what could be more powerful than all ppl`s words ? the words of a god, of a legend. because ppl also follow him, and what he sais, they do. he sais ashura will be the one that will continue leading, ppl are following hagoromo, and they will follow ashura also, because hagoromo chose him, and doubting would mean not following hagoromo at all. that`s what power hagoromo gave him, he chosed him the one that will continue to lead ppl into ninshu. he didn`t get any power up like what you see nowadays.

Indra = Ashura (we never actually saw the fight, so we don't know who won)
Madara> Hashirama (ever since he awakened rinnegan. Madara beat edo Hashirama with the black rods. Also, Rikudou Madara >>>> Hashirama)
Sasuke< Naruto (for now due to feats. The Kaguya fight showcased this difference in power. Of course Sasuke did not use all of his abilities, so we have to wait and see).
