Naruto and Sasuke are stated to be equal now. But Ashura avatar with Natural energy++ > Sasuke's regular PS. So sasuke wouldn't go for the power clash.

If naruto fires the twin TBBFRS Sasuke uses amenotjikara and gets away. By raw power he can't compete. (Or he could just not let naruto gather the NE)

We also know that forming the Ashura Avatar, especially the Twin Tailed Beast RS, is like forming the spirit bomb. It only flew because Sasuke had to gather the Bijuu and Charge the Arrow.

Also, a possible Counter is Susanoo Kirin, but to cite that is equivalent to the people who say Madara has a Juubi Susanoo.

Also, the Portal, and Ameno itself could work as a Barrier if not shift the blast completely.
