Minato doesn't show the Kyuubi chakra even after originally sealing half of it inside himself, just like Naruto doesn't show it unless he turns it on.

Even after being Edo'd Minato didn't show any signs of it until after turning it on and using it.

i don't think it was a tailed beast, partially due to a few of the same things you said. the tailed beast were small at that point, they wouldn't make a shroud that look anything like that in the first place. even with naruto BM looking different, it still looks like kurama, this looks like none of the tailed beast. also i'm not sure those are tailes, it does look more like a cloak. also considering when naruto uses BM shroud he is always in the head, ashura is in the belly. it just doesn't seem like it any bijuu power.
