TSB are made into a sphere like bijuu dama and Raengan so although Ashura was never known to use Minato's jutsu he definitely had the skill to reproduce the same feat.

Yoy don't get it do you?Indra discovered Elemental Chakra He has lightning affinity and Ashura has wind affinity. Rasengan is just chakra manipulation Minato never finish it by adding a element to it. Naruto a descendant of Ashura completed the Rasengan by adding an element wind to it. Get it right.Its canon and you can't change that.
