Lol your over thinking lol Ashura and everyone else that were using chakra for Jutsu purposes were only learning how to mold chakra into wthat you see. Ashura wasn't advanced enough or even in a postion to consider naming a Jutsu he could fully use.

A rasengan is a ball of highly compressed chakra energy & air pressure. When the justu is released or thrown, it causes a rapid expansion of air displacement, IE, a concussive blast of force. The force used is blunt, though, which is why is leaves a mark somewhere between a blunt impact & a circular friction burn. Wind style jutsu, such as the one displayed by Ashura, are used to cut with rapidly moving air currents. That's why Naruto had to add a wind element to the rasengan to get it to cause a 'cutting' type damage. Even then, he had to develop the sage mode abilities to be able to fully control it.

When Ashura tried to use the wind element chakra, it got out of control, violently dissipated, & sliced up the piece of wood in front of him. If it had been a rasengan, the piece of wood would have been blasted off and/or exploded in bits. Problem solved.

OT: No, it's a Rasengan. Ashura was rotating the chakra to form a sphere and clearly it represents the Rasengan. Seriously, you can't even tell the simplest of differences.

TSB are made into a sphere like bijuu dama and Raengan so although Ashura was never known to use Minato's jutsu he definitely had the skill to reproduce the same feat.
