Why didn't they simply move on to the pure world like Hagoromo. They selfishly went to person to person causing all this bloodshed and ultimately kaguya's revival. If they had moved on the rinnegan could not be awakened and all this could have been avoided. Even after Naruto and Sasuke they will again move on to selfishly fuel the petty sibling rivalry they have.

Why wouldn't they have a say in the matter, Hagoromo came back as chakra and went back to the pure world, same with obito.

I thought transmigration was sorta automatic, you really cant tell how one will grow up to be.

Obito choose to transmigrate his chakra to kakashi. Bottom line is they kept body jumping and fighting for centuries when they could have just went to the pure world. If the transmigration didn't influence who people were when they grew up it would be pointless, Madara and hashirama would never fight same with sasuke and naruto.

I won't say that it's Indra and Ashura's chakra, but rather their essence, their ideals, their own ways. I think it was like the Will of Fire, passed down by generations. Since Senju did not roam the earth during the time Naruto was born, it is him who possessed Ashura's will, maybe because he's a Jinchuuriki since birth (not counting other Jins because Kurama's half > other bijuu so MAYBE that brings him closer to the power of the sage).

After reading back, I can safely say that it's not like they haven't moved on, but Black Zetsu tempted them to fight in order for the Uchiha's to awake the Rinnegan because he knew Uchiha sought power, and he patiently waits until someday Indra's reincarnation merges his chakra with Ashura's hence awakening the Rinnegan, making BZ closer to his goals.

Pretty sure the point of Naruto and Sasuke working together was to show that they can finally break the Curse of Hatred.
