in hoen pikachu learned thunder wich is learned at level 50... but in black and white he leqrns electro ball which is at level 18....... so here is a theiry ive found that fits this maddness



Ash and a few other characters drain the poor fella's strength and turn it into life energy at the end of each region. In this way Pikachu reverts to a low level and Ash can stay eternally young. Ash's Pokemon journey keeps going because he needs to retrain Pikachu in order to harvest more life energy.

I don't know about this whole life energy thing. It's not really that deep at all really. Obvious Pokemon has to stay fresh each and every time a new region is introduced for the other generations. The rules in the games unfortunately do not apply to the series. Only reason Pikachu learned Electro Ball in B/W is because it's one of the moves in the movepools in the game that was introduced when B/W were introduced. (Correct me if I'm wrong).
