Hey guys, I just wanted to do a short hypothesis.
I'm lead to believe that hagoromo had much more Juubi chakra before he got old.
Reason?
Back when he was gonna become a Juubi jinchuuriki when he was younger, Only he and his bro had it. (excluding kaguya) .

Kaguya back then had all chakra but lost some of it when her sons were born.
So for the first time when hagoromo became Juubi jin, He must've had His+ Juubi/Kaguya's chakra. Therefore he must've been above kaguya at that time.

However once he started spreading chakra via ninshu.

Here's the part of the hypothesis where it gets speculative. I do believe that how he gave people chakra was by taking pieces of chakra from the juubi itself and giving it to them. So in the process he must've lost alot of the Juubis power. The process must be somewhat similar to how minato took chakra from the kyuubi so the chakra loss must be permanent.

So when he got old whatever reminder of the Juubi's chakra was made into the bijuu.
Also this explains why kaguya absorbed the shared chakra from the shinobi so she can be restored to her original strength.

This is more or less what happened. Also remember that Hagoromo was able to permanently grant portions of his chakra to Naruto and Sasuke; this is likely the same method he used to spread pieces of the Juubi's chakra around the world.
