90% of the naruto verse is fodder and as far as modern military they don't stand a chance.
Even the top tiers are not enough - they are not fast enough to dodge Intercontinental missiles, they won't survive biological warfar, so basically the top tiers loose because they are not strong enough nor fast enough-
HOWEVER
The uppermost tiers and hax characters are to much-
Depending on who is reanimated edo tensei is to much
Kamui/ space time justu would allow the naruto verse to move around the world and avoid being targeted by missils
And people like madara and juubito have enough firepower to destroy armies.
Conclusion
Most of narutoverse sucks compared to modern weaponry- but compared to kamui, edo tensei, juubi bijudama, modern military gets wrecked- if the U.S has trouble finding and bombing regular humans catching and sending bombs to teleporting superhumans would be practically impossible.
