Sarada is the best in Taijutsu. Boruto wasnt holding back; if he was ; he wouldnt have said those words. It's like saying Deidara wasnt going all out when he was about to get caught in Sasuke's Shunshin. You have to have reflexes and speed to even try bringing out your over-the-top techniques. Even if the dude has a planet buster in his arsenal, if he doesnt have the speed to bring it out before he gets blitzed ; it's no use.

The worst thing for your case is that, he fought against the mist ninja in the Chunin exam and he didn't do the same, he fought against the cloud ninja and didn't use any of the jutsu, he fought against Shikidai and didn't use any of the jutsu even though he wanted to win, instead he cheated. He fought Shojoji and Ao where he pretty much got low diffed the same etc. The fact is Boruto went all out and tried his signature blitz and got no to low diffed which is canon and follows the conforming norm. The only difference is Sarada didn't give him the opportunity to do much else.
