I think it was rather obvious. Amaterasu is in fact effective, but I don't think it - alone - is deadly against the Juubi. Which is why Naruto had to back Sasuke up with Fuuton.

the juubi can simply shinrai tensei it like it's a pile of dust.

The Rasen shuriken Enhanced the Amaterasu to the point of maximum effectiveness which handicapped the juubi.

Amaterasu alone or Rasen shuriken alone would not do the same damage it did with the combo attack.

Its not amaterasu its "Shakuton Kourin Shippuu Shikkoku no Ya Zeroshiki"
