I think Naruto should as Sasuke does not care for the people enough yet IMO. He may be ready for that title someday but definitely not now

I think it is bound to be Naruto or the entire starting premise of the series will be moot. To leave one's main, title character's goal that has defined and drove them since day one unrealized simply because one wants to fix their other favorite character into the happily ever after in a almost too perfect way just because one wrote said character into a corner, would be absolutely terrible story telling.

Sasuke saying that he wants to become Hokage was simply Kishi's way of recreating a rivalry between Naruto and Sasuke that would simultaneously allow for sasuke to be on good side, and have their rivalry continue into the future, beyond this war. Sasuke still has a lot to learn and realize, and the this rivalry helps give Sasuke a reason to stick around and, one, recreate/rebuild his bond with Naruto, and eventually the rest of Konoha, and two, it allows Naruto to teach him, over time as they compete into the future.

Some say that Naruto is deserving of more than just the title of Hokage, a bigger title, and then sasuke could take the place of Hokage. I feel like that would simply be wishful thinking. If all is said and done, and there is still a title to Hokage is to be had (as how society in this post war world is organized is yet to be known, there could be no more Kages), it should (and IMO most definitely would) go to Naruto.

Naruto - This is his childhood dream, to be acknowledged by everyone, becoming Hokage. He told multiple times that he won't die before he become Hokage. Now that he is acknowledged by everyone and called the Hero of the Leaf, one part of his dream is accomplished, and maybe he has the most chance of becoming Hokage right now, if Tsunade dies. But he's not that smart, he is currently the strongest Leaf ninja, but he'll encounter very tough times when it comes to paperwork, missions or anything like that.

Sasuke - After reuniting with Itachi and hearing Hashirama's story about the village and the ninjas, it looks like he finally chose the right way, to protect what Itachi gave his life for and inherit his will. Looks like he was pissed or something from the current situation which was made by any of the former Kage, so he decided to become Hokage and change the shinobi system, change Konoha etc. His idea isn't that bad, because it sure needs some changes, but the problem is that he is still considered as criminal, very little amount of people believe him, his power is acknowledged by everyone, but I don't think he himself is acknowledged, because of the things he did. Sure, the Hokages accepted him as a Leaf shinobi, his team is with him too, but I don't think this is enough to become Hokage after leaving his village, training under the guidance of one of the most dangerous criminals, helping Akatsuki to capture Bee, attacking the Summit and many others. Even though, he have any properties that are needed - he wants to protect the village, he is smart, cool, collected, most importantly, he is one of the strongest characters, he can handle the paperwork and other things like that, and I think he will be Hokage, but after some time passes, alongside Naruto, just like Hashirama and Tobirama.
