Is this bald guy and shins part of kaguyas "early" army or is he the "Scarier than Kaguya" threat sasuke was talking about? Kinda confused.

Hmm what's interesting though is that they all share the same "proto" Mangekyo.
Not sure about the scary thing though, till now their abilities are severely lacking to get me even a tiny bit scared.
