Alt accounts are not prohibited, but using them to troll, stirring trouble or to break rules in some other way like bypassing a ban on another account is not allowed.

Depending on the situation setting up new account while you have an existing but banned account already, may lead to extension of ban on the main account along with Permanent Banning of the new one.
