Are you allow to go after rouge nin???

I Know this quite a while ago but I have a question. When Sasuke leave Konoha with the sound 4, he was considered a rouge nin.And Tsunade send some of konoha's 11 to track him down.Is that actually allowed, to try to bring back someone who leave their village?

They thought the sound ninja 4 had captured him, not that he had just run away. And they were right, sort of. They had him trapped in that basket thing and all, but when he did come out, it just turned out he wanted to go with them anyway.

Yeah it is kind of a necessity. Allowing rogue ninja to roam free puts the villages secrets at risk. Especially when it's a rogue ninja like an Uchiha or Hyuga. They don't want jutsu exclusive to their village falling into enemy hands.

Tsundae is the hokage she aloud for sauske to be marked as a ninja to be captured and brought back not killed she did it as a favor for naruto. it is up to each village to elimnated there own ninjas who leave the village
